We are not using DNS. Is this not also why I'm specifying the IP address?

Kind Regards

I had this issue when I did not have the proper DNS records created
during the installation of 6.1.1.

I've had this when I was using a hub for installation (I was in a lab).
When I connected it to a switch, all was well. While I'm sure you're not
connected to a hub, I'd lean toward the network connection.

Also, if this is UCM5/6, did you add the Subscriber into the Publisher's
database via the web interface?

Add a hosts entry on both to each other.
