Do you mean via Unity or via outlook/exchange? On the Unity side, you 
can control whether users can send messages (via Unity) to a PDL using 
their class of service, but it is all or nothing (can send to PDLs or not).

If we're talking all email in general, a quick google for 'exchange 
distribution list restrict send' turns up some relevant info, including
