[cisco-voip] CCIE Written Question

Hi Guys;

I am getting ready to take the CCIE Voice Written exam; I have been studying and reading for a while and I have a question. This question on a simulator has me kind of stumped. It goes like this.

Considering  Phones A and B. Both are registered in the same cluster. Phone A is configured with Extension 1000 and Phone B with Extension 2000.  Indicate Below what choice below is necessary and sufficient to allow Phone A to Call to Phone B AND Phone B call Phone A


a)      Both (a) and (b)

b)      Both Phones are assigned the same CSS

c)       Both phones are in the same partition

d)      None of the above

The sim says the answer is D, None of the above.

It is my understanding that two phone in the same partition should be able to call each other.

My question I guess is, Is the Sim simply wrong? I suspect it has something to do with the words Necessary and Sufficient but I can't quite place it. I want to figure it out as I don't want to just take it on faith.

Any pointers would be greatly appreciated
