Do you have the router configured for SRST MoH under
call-manager-fallback (multicast MoH)? If not, and you normally get
MoH from Call Manager when the phones are in SRST mode (call manager
not available) then there will not be MoH. Theres several docs on
configuring SRST MoH with Call Manager on cisco.com.
