[cisco-voip] Collect Call is not accept

Does a collect call use "early media" transmission to perform the 
confirmation?  If so the ISDN "connected" signal wouldn't be sent until 
the recipient accepts the collect call.  Maybe there's a timeout because 
it takes so long for that connect to happen.
