[cisco-voip] 5.1.3.2000-3 is not containing Bugfixes from 5.1.3.1102-1?

Hello!

I had a CCM-Server with Rel. 5.1.3.1000-12 and was facing Bug CSCsk86705 
<http://tools.cisco.com/Support/BugToolKit/search/getBugDetails.do?method=fetchBugDetails&bugId=CSCsk86705> 
 ForwardAll CFA removed from CCMUser page. This bug should be fixed in 
5.1.3.1102-1, so i applied 5.1.3.2000-3 on my server, because i thought 
2000 is higher than 1102 and the software patches are cumulative patches 
in the same branch. But the bug was still there. Today i have applied 
5.1.3.2104 and there it is resolved. So my question: Is this working as 
designed?
