[cisco-voip] 7941 & 7961 looking for CTLSEP<mac> & SEP<mac>

I've been setting up a test lab using CME4.3 and I've been having an
issue with phone models 7941 and 7961 looking for CTLSEP<mac>.tlv and
SEP<mac>.cnf.xml.

 

I've set the device-security-mode to 'none', but it still seems to be
looking for this security feature.  Both phones seem to seek and find
'/its/XMLDefault7941.cnf.xml' and '/its/XMLDefault7961.cnf.xml'.  I'm
thinking something in this default configuration file is telling them to
request this certificate.  How do I get around this?
