That is correct.

The site I found that helped explain it is: www.kropla.com/dialcode.htm

So in other words the 0 you mentioned is used only from calling within
france. as if we use 1 to call any other area codes in U.S.
When you say you dropped ...you mean you didn't dial the 0. instead
dialed 801133442180835 and your route pattern is set to preDot.

Thanks for the help. I found a website that explained it pretty well.
The part that was messing it up was the (0) in +33 (0) 4 42 18 08 35.

The 0 is the NDD (National Direct Dialing code) and the person we were
trying to reach had included it in his contact information. The website
stated that the NDD is only used when inside the country. When calling
from outside, drop the NDD.

I dropped the 0 and it worked fine. I guess other countries don't have
the same ring back tones. Wasn't sure it was working, then finally they
answered the phone. Thanks again.

8011 33 0 4 4218 08 35 will send the call (minus the 8, assuming you're
stripping pre-dot) to whatever route you have defined for your 8.011!
pattern.

What happens from there is up to the provider of the route.

If the call isn't going through you'll need to see if your provider
accepts international calls from you, if they want the digits in another

format, etc. Gateway traces and diagnostics could be useful.
