[cisco-voip] CM 6.1 link between sites

the navagation between OS admin and Servicablity seems to never work. but if
you go from OS to Admin to Servicablity then it all works correctly.  is
this a bug?  is there a fix? I'm running 6.1.2 train.  did it both in
1000-13 and now in 1106-1.
