[cisco-voip] CME Dial Peer issue

I have the following two dial peers:

dial-peer voice 1050 pots
 destination-pattern 9314[2-9]......
 port 0/0/0:23
!
dial-peer voice 1060 pots
 destination-pattern 9[2-9]......
 port 0/0/0:23
!

The 2nd is obviously for local 7 digit calling. The first is for 10
digit local calling in the local area code. They never use/need the
first except if they have a missed or received call that they wish to
dial. The purpose of the first dial peer is to keep them from having
to do extensive "edit dial"ing on the number, they should be able to
hit EDIT DIAL, hit "9" then hit dial, however it always matches the 7
digit dial peer. It never dials out the full 10 digits. As an example,
if you hit EDIT DIAL on a missed call, and inject the 9 you might have
93143456789, it simply sends 3143456 out to the telco.
