I did a Stop/Start on IIS - Tomcat, I take it, is doesn't necessarily follow along with the IIS services like WWW does?

Anyone ever have their web interface just stop working along with Historical Reports? I restarted the web services, but that yielded no results. I am running IPCC Express Enhanced. I am willing to do anything to avoid a reboot.
