No, this is by design.  Deleting a Unity user only removes the Unity specific attributes from the AD user, not the AD user itself.

I don't think I ever really paid any attention to this, but a customer is asking about why the user isn't deleted from AD when we delete them from Unity.  

Is it a permissions thing?
