yup. you would have to physically remove the voice interfaces before
it will let you configure a conference resource. You can probably
still configure a few transcoding / MTP resources if you want, but
that's not advisable. More DSPs are necessary.

You can consult the DSP Calculator to help you figure out how many
DSPs you'll need.
