Leslie,

Have you tried removing the connection plar 1700 from dial-peer 1?  You also do not have that ephone-dn configured as dual-line or octo-line (cme 4.3 only).  Another alternative would be a set of hunt lines and if you still wanted line appearance for when someone has seized one of the inbound calls, you could just configure button 2 as an overlay.

As for the PRI, you said it was fractional, are sure the D channel is 23?  As a previous poster mentioned, are you seeing "MULTI_FRAME_ESTABLISHED".  If everything else is correct, then a debug voip ccapi inout should provide you with the incoming called and matching dial peers.

I might of explained it wrong. I have a 4 port FSO with 4 inbound lines that are all 1700.
I have a fractional PRI that has a pilot number of 1700 that is not live, however the DiD's (that no one will use) are live.

Once the go ahead is given the Telco will move the 1700 from the FXO to the PRI as its pilot number. At this time I get fast busy on the PRI DID's. Is this normal or is my config incorrect?

Well, they have made the pilot live, but it isn't hunting to the other FXO ports... so, once it is busy, the other calls fail. Open a ticket with telco and tell them they are broken.
