[cisco-voip] Certain Outbound Numbers - ISDN "Temporary Failure"

Anyone seen this issue before?  I have a couple MGCP voice gateways, and
am getting reports that certain numbers are returning fast busys (some
long distance, some 888 numbers).  If I do a q931 debug I see the
following output.

What is meant by "Temporary Failure"?  I can call the number fine from
my cell phone and from the legacy PBX system, which uses the same
carrier that's used on our MGCP gateways.
