I believe the migration license would be needed to basically get the
Windows 2003 OS for that server, which is why it would be significantly
cheaper. The upgrade partner should be all you need. However, I would
ask your partner to ensure that the upgrade partner includes the Win2K3
OS.

Well, according to upgrade release notes the server I currently use
(MCS-7835H-2.4-EVV1) can be used for 4.3. The only thing I have to do
is to upgrade RAM to 2GB (done) and disks to 72GB. As this server is
EoL it will be replaced, but probably next year (cost savings, not
budgeted for this year).
