[cisco-voip] T38 support in CCM 5.1

Not sure how right that stuff is. t.38 is supported in 5.x and 6.x to
my knowledge, and I'm pretty sure it's been supported with numerous
MGCP endpoints for quite some time. It's a matter of if a particular
callflow will work.

To my knowledge, the big thing that changed from 5.x to 6.x was the
ability to interoperate between protocol X and SIP with t.38. For
instance, in 5.x you can't have an MGCP PSTN GW and a rightfax SIP
server. This won't work. In 6.x, you can do this. to make that work in
5.x you'd need to change the SIP Fax server to use H.323.
