Several providers don’t restrict what calling party number or name you can send but rely on the honor system, similar to email/smtp. You could send out Bill Clinton but I suspect eventually they would get complaints and contact you.

I'm surprised your service provider lets you pass out a CLID number that isn't in one of your blocks of numbers. I can see how that would work for internal callers that you are presenting to a cell phone but not external.. 
granted i've never asked our provider and only assumed they wouldn't allow that.

I got this to work by creating a new route group and CSS that passes the CLID of the call.  I can provide more details if anyone needs it.
