Dan,

Since you stated you were running CME 4.3:

ephone-template  2
 softkeys hold  Join Newcall Resume Select
 softkeys connected  Trnsfer Park TrnsfVM Hold Confrn ConfList RmLstC Select Endcall

Then add that ephone-template to the receptionist phone, assuming that's the phone needing it.
