Been using Bogen's PCM2000 system; it seems to do what you described. A
basic system starts with one each of the PCMCPU, PCMTIM, and PCMZPM
modules and gives you three zones, FXO/FXS/etc configurable, and
"background music" hook-up. To get more paging zones, more music zones,
and whatnot you just add more modules.

Got a customer who is rolling out bunches of sites and wants one
paging system that can do it all for each site...

He wants modularity, so he can plug an FXO, FXS or E&M... he wants
multiple zones (when needed), and he wants to be able to mix audio
streams...

Bogen was recommended.. but I don't have a part number...
