[cisco-voip] Occasional Fast Busy

Guys,

Occasionally internal calls with get a fast busy no matter what number is being called. It doesn't matter if the DN that's being called has no one on the phone or not. It's very intermittent. Like call manager is over taxed. Any ideas of where I can look in the RTM or where to begin troubleshooting?
