[cisco-voip] GW H323 and GW MGCP

if you want the two CCM clusters to talk look at using a ICT.  if you want
the second cluster to use the first clusters H323 VGW then just need to
setup your Dial peers to point the correct extensions in that direction.
Note the first cluster would not have direct access to the second clusters
VGW (MGCP) other then throught the ICT.
