[cisco-voip] Voice translation rule

If you matched 12324019999 for example the result would be 9999.  As
Pete said it strips what is matched.  You can test the rule by using the
'test voice translation-rule' command on the router.

this rule matches "1232401" at the beginning of a phone number, and
removes it.
