[cisco-voip] Lossy and Low Loss

In CCM, version 6.x, Cisco has added a selection for circuits to other
regions (in the Regions configuration) for setting it to Low Loss or Lossy.
The documentation is not specific of what this actually does in CUCM.  Does
anyone have an idea on what CUCM does with this information?
