[cisco-voip] remove 9 prefix from outbound calls

If you want to do it, you just have to modify your route patterns. The 
pattern itself and eventually some related items, like "Called Party 
Transformations", that you'll find also on the route pattern page.

The issue with matching similar DNs still stands, but then again it 
depends on your environment. For example, over here all our national 
number begin with a single 0 and international prefix is a double 00, so 
unless you're assigning extensions beginning with 0, you're all good. 
(Just recently our national numbering plan changed so that you need to 
call the area code for local calls as well, so there are no exceptions 
left.)
