[cisco-voip] increasing phone configuration speed on CCM6

consider:
in cm6.x all change notification is generated on the local node.  i.e.
1. insert on publisher
2. replicate to subscriber
3. change notifcation sent to phone

in CM4.x and earlier all applications read directly from the publisher 
so sequence is:
1. insert on publisher
2. change notifcation sent to phone
3. replicate to subscriber

On 6.x for the very first time in CM history any delays in replication 
actually do directly impact call processing and end devices.
