[cisco-voip] Subscriber install fail

3 other customers ran into this.
1 corrupt media
2 attempted to rename the file before burning to DVD.

the file name must remain the same, completely unchanged.  the filename 
is part of the signing that results in .sgn.

use an sftp server and put the es on the sftp server without renaming it. 

here is an example of a file that was clearly renamed and thus failed 
authentication:
