[cisco-voip] What would cause DTMF not to go through

Is this to the PSTN? Are you using MGCP or H323? Do you have an incoming
voip dial-peer with dtmf-relay enabled?

I have not tested this yet, but user says they call a number and the
DTMF is not working.  This is G711 and other ones work.  It's just this
number.  Any ideas?  Firmware on the phones is 8.4.1 and CM is 6.1.2.
