[cisco-voip] Strange Problem Route Group- Gate way

Strange Problem

I am setting up a lab  with CCM 4.1.3, installed on MCS 7835 , MGCP gateways
are registered  and  gateway is not associated to any thing. When adding a
new route group the available gateways are listed in the route group window,
but when   I select gateways and click the option 'Add to route groups',
nothing is added to the selected gateways box, in short gateways are not
being added to the route groups.

Deleted everything and start from scratch ,stop and start RIS data
collector, database monitor, Call manger service, SQL    No luck

Has any one experienced this type of issue

Any thoughts /suggestions
