[cisco-voip] broadcast messages and MWI

By design, system broadcast messages do not trigger message waiting indicators (MWIs) on user phones. They also do not trigger message notifications for alternative devices, such as a pager or another phone. 

I've been told it's the same thing on Unity.

what do you mean? 

unity sets (with some dependencies) sets MWIs for broadcast messages 
other voicemail systems definitely do (school of hard knox: CSCsf99708)
