I still don't think either phone is actually getting the config file  
but your working phone has gotten the file at some time in the past  
so has the CME server cached.

If you look at the non-working phone's settings do you see any value  
populated for CallManager 1 (or Unified CM 1)?  What about on the  
working phone?

Though in fact the phone should default to registering with the TFTP  
server if it doesn't get a config file.

 From a PC in the same network as the non-working phone try to  
download the phone's config file from cmd-line tftp (tftp -i  
ip.addr.of.router GET SEP000DED409151.cnf.xml).   Next try to telnet  
to the router's IP address on port 2000.

The last thing you can try is getting a packet capture from the non- 
working phone's PC port.

I compared the TFTP debug from the one phone we have that does work  
to the debug for all the other phones that do not. I only see one  
difference (though admittedly I'm looking through a veil of ignorance

It APPEARS that the working phone requests the xml file just like the  
others, but then registration occurs, and then the phone requests the  
xml file again. So perhaps the problem is not tftp at all, but that  
for some reason the phones are not registering -- maybe not even  
requesting registration. Does that make sense?
