Check out Chapter 23, page 8 of the (7.x) SRND.  The section is  
called IP Phone Services Redundancy.

I guess my question is, what are best practices for phone services to
retain them during a Publisher outage? Or are these specific services
(IPMA, specifically) only hosted on the Publisher anyway....
