Hi Lelio, 

This is intended to handle instances where DST changes begin/end times. Around the world there are DST changes almost monthly. We originally thought DST was a relatively stable concept, boy were we wrong. The idea here is that if a timezone changes their DST begin/end time or offset for any reason then CM may be updated via a .cop file patch rather than requiring a full CM upgrade.

You do not need to upgrade Cisco Unified Communications Manager Release 7.1(3) to get these updates. After major time zone change events, Cisco contacts you to let you know that you can download COP file ciscocm.dst-updater.YYYYv-1.el4.7.1.3.cop to install on the servers in your Release 7.1(3) cluster. (In the preceding file name example, "YYYY" represents the release year of the COP file, and "v" specifies the file version number.).

I upgraded from 6.1.2 to 6.1.4 SU1 last weekend and have not had any technical problems with it. I too upgraded to avoid DST issues. The only calls we got were from color phone users noticing that the gray bar on their name was gone and some that felt the phone display looked "funny" during a call. It's all a cosmetic adjustment for your color phone users.
