[cisco-voip] 911 operator gets billing number instead of DID

We've seen this as well and the PS ALI issue mentioned numerous times bit
us.   We were told PS ALI is tariff based and they can (or must?) charge for
it.   Since it was a single story structure with a single point of entry we
left it with the BTN.  Our problem was that if we sent anything other than
the BTN they were getting it, but the service address field was causing the
wrong PSAP to answer the calls one county over.   They'd trasnfer them back
but it added delay to the dispatching.

I want to say the LEC was Windstream but Qwest was involved somehow.
