On IPCC Express Premium 4.04, if one logs in only using the Supervisor
Desktop and not as an agent, does that consume an agent license?  I know
they also have to log in as an agent in order to do interactive intervention
but can't remember if logging in only with Supervisor Desktop actually
consumes an agent license.
