[f-nsp] WSM6-1 CPU App Crash + empty flash/boot

My WSM6-1 card blanked out with a WSM CPU crash, and now the code won't
reload on the WSM module.  I'm afraid to restart it and find a brick.  Below
is the console output for the process.  Every time I try to load on a new
WSM code, the transfer only goes to the secondary management card.  Also ,
the subsystem lights on the front only flash for the secondary mgt, though
the output states that the primary is active. Removing the secondary card
doesn't cause any shutdown.
