M20s and 7206. im taking about 300 routes.

The problem was fixed, it was reported as PR of the Juno 7.0R2.7. it seems
that there is a problem with NO-PROPAGATION-TTL and NON-ENHANCED FPC.
(that was my configuaration). its like the box installs a l2program for
every label in the vpn. or something like that. The workaround is removing
no-propagation-ttl and reinstaling the lsps using clear ldp neig. After
that  errors have been removed.
