Yes, the test so far has no problems to deliver IPv6 routes over the
IPv4 backbone. Both ends of PEs are dual stack routers. All of routers
in our domain are MPLS enabled.

I am looking into the "icmp-tunneling" but not so sure it is the issue.

Is "family mpls" enabled on all interfaces that the LSP traverses? On  
the PE routers, do you have "family inet6" configured on both the CE- 
facing interfaces and the core-facing interfaces? "family inet6" is  
required on the core-facing interfaces in order to process the IPv6  
packets received with MPLS label 2.
