I want to configure our edge kit so our NOC can only
configure certain interfaces. So what I want is something
like

username noc priv 6 password SSSshsecret
privilege 6 configure level 6 interface Fastethernet

So they can only configure interface FastEthernet. However
this does not seem to be how it behaves. RADIUS/TACACS
is not an option.
