What you may want to try is set the link port to the bay as a trunk (dot1q)
I'll almost
bet that the trunk link will get the bay talking. I have a similar arrangement
with Cabletron SS9000
and Cat2924M's and unless I set the links as trunks on the catalyst 2924's
they have VLAN problems and disable the ports going to the SS9000's.

Maybe, maybe not...
