[nsp] Double Traceroute Bug ID

I rember back in the 11.2 stream of code if you ran a traceroute through
a router you would often get a double hop for example. There is no parrel
paths its a hub and spoke site. I know that there is a Bug ID I just can
not find it grrrrrr.
