[nsp] question on the routing statement.

Cisco-nsp,

Say there are two serial interfaces, s0/0 and s0/1
and there are ip address 1.1.1.1/32 and 2.1.1.1/32
respectivefully..

then I have route statments saying
ip route 3.0.0.0/24 1.1.1.2
ip route 3.0.0.0/24 2.1.1.2

here is the question of the day, if I use IP addresses of
the next hop, I noticed EVEN if the interface is down.
why? It does not make sence.

I KNOW I can use serial interfaces dest. route.
but it does not make sence to show unreachable interface as option.
Why?? could someone explain to me ..
