[nsp] E-BGP between PE-CE and loopback Address

Hi all,
    i have E-BGP configured on the PE and the CE. PE-CE link is a serial
link with frame-relay encapsulation (Static PVC configured).
Also, on both PE and CE, we have loobbacks configured with host IP
addresses from /30. The problem is that the CE and PE are not reachable
from each other. Can anyone suggest why ?
