and (banging my head on the table) you really want to snmpwalk that part of
the tree (snmpget will only retrieve that one particular instance):

snmpwalk inr-203 ucb .1.3.6.1.2.1.4.21.1.11.198.168.168
ip.ipRouteTable.ipRouteEntry.ipRouteMask.198.168.168.0 255.255.255.0
...
