[nsp] cisco 2514: connection problem between two subnets

i have two subnets connected to a cisco 2514. one of them works perfectly
fine the other does not. i mean i can get to one subnet say 10.10.2.1
perfectly fine from the router but not to the 10.10.3.1. i do get connection
but drop 30-50% packets.

could it be the bad interface?
a bad cable?
?????

any ideas?
