Let me rephrase my question. We have a few private ASs. Either local
preference or MED can be used to achieve our goal. For simplicity, we
prefer to use either one. Would local preference or MED be a better choice
?

It doesn't overwire as-paths - it overrides them in the selection process.

If it didn't, it wouldn't do anything.
