To answer my own question: it's there in 12.2(7a). we upgraded
because of the last snmp bug and voila...

As per the doc the virtual-access pre-cloning (L2TP scalability
enhancement

is supported on the 6400 UAC NRP only i have found the feature by
accident in BB train on 7200.
The feature really saves the CPU during tunnel establishment phase
(and during transients).
Up to now no one could answer my question if the pre-cloning is / will
be
supported in any IOS trains on the RSP/7500 platform?
Can anyone help?
