[nsp] icmp unreachable rate limiting ?

I am trying to figure out a couple of things about the command below
ip icmp rate-limit unreachable

1. Is there default value which is enabled without being configured, I note
a value of 500ms
   but the docs ar not clear.

2. Whats teh affect of enabling it globally rather than per interface how
does the timer work ?

3. When did the command get introduced rather than documented , especially
with regard
    to it being a default ?

4. Is there any show command to show how many packets are being affected by
the
   command and how often ? (Debugs are not an option ;o) )
