With sufficient uptime, show memory has a column called "Lowest" which tells
you what you want.
If you are low on processor memory but have a lot of i/o memory, you can use
the memory-size iomem command to alter the balance between them. Default is 25
(25% of memory goes to i/o).
Besides this, routers will complain a lot every time they are unable to
allocate memory for something. The usual syslogging as recommended in
"Essential IOS Features..." will log memory allocation messages.
