That's the same problem that happens whenever you hot-plug almost anything (I
mean, it's not only ATM subi/f), and the cause is that interface indexes are
re-created upon reboot and no longer correspond to what you intended.
The successor to MRTG, RRDTool, has some front-ends that have solved this. I
am using Cricket (http://cricket.sourceforge.net/) and have forgotten about
the interface indexes annoyance since then.
